Joshua G. Phillips, PLS

President

Joshua is a licensed Professional Land Surveyor (PLS) in Montana (No. 17516) and Wyoming (No. 15543) and took over for Steve Inabnit as President of Eli & Associates in 2021. Joshua earned a bachelor’s degree in Geology from the University of Montana (1999) and completed the core requirements for a bachelor’s degree in Land Surveying from the University of Wyoming (2006). Joshua has performed surveys for planning, construction, and as-built mapping of subdivisions, commercial developments, highways, tunnels, dams, high-voltage transmission lines, and myriad other projects across the West. For several years, Joshua took his survey skills further afield as a hydrographic surveyor and geological oceanographer to places like Cyprus, Chile, Greenland and Australia for projects like fiber optic cable lays, port construction feasibility, and pipeline routing. Joshua also had the honor of being on the offshore team that searched for the lost Malaysian airliner (MH370) in the southern Indian Ocean. In 2017, Joshua received his commercial UAS (drone) pilot license (Part 107) through the FAA and implemented the aerial survey program at Eli & Associates. He enjoys communicating the technical aspects of surveying to interested clients and helping people understand the process and value high quality surveying. As much as he loves leading his talented team and helping clients, on weekends and holidays Joshua will most likely be piloting a paraglider or hang glider and trying to fly up to the clouds.
